Independently plans, directs, coordinates, and oversees complex criminal, civil, and administrative investigations of individuals, groups, and related entities suspected of violating United States law, regulations, and Department policy, in alignment with OI's mission.
Exercises delegated authority to initiate investigations and significant investigative projects within established thresholds; propose and alter investigative plans; and recommend termination of investigations based on evidentiary sufficiency, resource considerations, and strategic priorities.
Maintains liaison with other DOL components and external agencies (e.g., Department of Justice, IRS, FBI, Secret Service, Homeland Security Investigations) to coordinate investigative efforts, share intelligence, and enhance program integrity. Represents OI on working groups, task forces, and interagency initiatives, as assigned.
Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the work performance of subordinates; develops performance standards; gives advice or instruction to subordinates on work and administrative matters; and identifies developmental and training needs of employees, providing or arranging for needed development or training.
Interviews candidates for positions; recommends appointments, promotion, or assignments for positions; hears or resolves group grievances or serious complaints from employees; and effects disciplinary measures. Responsible for ensuring all personnel management actions are in accordance with merit principles and Equal Employment Opportunity (EEO) program guidance.
Assists the SAC in establishing regional investigative priorities and annual plans; develops implementation strategies for assigned staff and units; and contributes to OIG's multi-year strategic planning by identifying emerging risks, fraud trends, and opportunities for proactive initiatives.
Responsible for programming and annual budgeting submissions to the SAC and ensuring program accomplishments are within budget allocations. Makes recommendations for budget adjustments to the SAC.
